i can't get online with my ds no matter what the router is set to.
so let's say i want to teach it spore, so do i gotta find a wild paras and hope it attacks me with it, and that i wake and use sketch?
Get a Breloom and the Smeargle and go to a double battle.Use Spore and the Sketch.
I agree with G.S.I use this tactic(when i have a pokemon with the move that i want to teach to my smeargle).
Is pretty useful to have a pokemon like smeargle.You can teach every move.But i still not like the stats of a smeargle.

You could always fight a Smeargle in the wild, and bring a Pokemon with the move you want to have Smeargle sketch. But if you're concerned greatly for IVs/Nature, maybe double battles are the way to go.
Fight wild dittos with a Pokemon holding the move you want and only, thn switch to smeargle
