Thanks for the feedback everyone, but I just managed to beat the Elite Four without even carrying out most of these 'theories'; just a lot of L45's and one L48 Graveler (yep, didn't even evolve it yet). Was surprisingly easy; only Lance was close to knocking me out - actually, I thought he had but I still had a 34 HP Victreebel left, which I used to Max Revive Graveler - and that turned out to be enough.

Now, time for Kanto where I can get so much more and better moves, Pokémon, etc.

Do not use that much 10%-up items, they only increase the attack wit h 10%

Gawd, you made me laugh with that explanation...

10% is extremely small. If for example, you are using Surf (95 base damage) you will only get an added 9.5 points, which will result to 104.5. Doesn't make that much of a difference, really.
I can definitely see what you're saying; are there any other Hold items you'd recommend, though?
Yes...

Leftovers, Scope Lens. Brightpowder, KIng's Rock... There were two more that were nice as well and would work well on any team.

Look at my Pokemon of the Week articles. You will see that you don't have to use many attacks of the same type, or you will be pinning yourself down.

Hydro Pump is a really high power move but it has low accuracy which may cost you the battle. Surf is a more  reliable move becuase with a total of 95 power and 100 accuracy it will hit almost 100% of the time. If you are playing in game only and not planning on battling competitivley Hydro Pump is fine but if you do want to battle other people a lot u might want to switch to having only surf. Usually a good moveset covers its weaknesses or implements some sort of strategy. Therefore its really not good to have two moves of the smae type on ur pokemon. So if I were you I'd evolve my staryu at LV. 19 so it can use this set.
Starmie
Lv. 19 or higher (after it learns recover)
Thunderbolt
Ice Beam
Surf
Recover
This moveset is good becuase thunderbolt takes down other watrer and flying types, Ice Beam trakes down grass and dragon, and surf takes down Fire and ground. Also recover is helpful when Starmie is hurt.
As far as items go leftovers is a good one becuase it restores 1/16 of the pokemon Hp each turn. It is a very good item IMO.

Its all your choice though becuase pokemon is supposed to be fun. I hope this helps!
If you want my opinion, your team is good but there are only sweepers! So, how 'bout this moveset in your Starmie (note: this is used by a member of brazilian Elite Four!)

King's Rock
- Surf
- Thunder Wave
- Confuse Ray
- Recover/Light Screen

Actually, the original moveset used Psychic instead of recover/light screen, but since there's Alakazam...

Another thing: I don't agree with you who are saying that items like Mystic Water are useless! Sometimes (many times, actually) even 10% does a big diference in battles. I mean: If your Surf cuts a little less than half of the foe's HP, you would need 3 surfs to take it down (meantime, you may be defeated), but with Mystic Water you'll need only 2 Surfs!
Of course, prefer other items over Mystic Water, but don't discard it.
Petaya berry would be far more usefull.I would also suggest a more sweeper moveset for Starmie as it is more suitable for his stats.
It's your choice. With King's Rock, Confuse Ray and Thunder Wave your foe will have problems in attacking you, but if you prefer even more sweepers...
Yes, but if they attack you will have problems ecxept if you hit them first with powerfull attacks.

So,there is no berry of enchanching stats in Crystal?
No, none at all. And even Miracle Berry (the same thing of Lum Berry) was pretty rare.
