The tour is going to start when the UU tour ends, right? If so, the signups could be open till the last day of the UU tour. We won't lose any time and there might be more participants. We have nothing to lose anyways.

P.S.: I estimate that the UU tour will end on July 3.

As a representative of both the Alpha (where I am a moderator) and Beta (where I am a megauser) Servers of Pokemon Online, I'm in.

We will be happy to host you in Alpha when possible, since there aren't many people there currently and you can have the Server more or less to yourself.
