The Enigma is a "Key Item", only available through a special event a couple of years back.
Key Items cannot be traded, and the event will not be repeated. I'm afraid there's no way to obtain this item, but if it's the Pokemon it unlocks that you're looking for, namely Latios or Latias, then you will probably find someone willing to trade them in exchange for some other Pokemon of yours.
