So shineys begin in gen2 when team rocket makes a shiny garydos now did team rocket create all shinys? The evidence is convincing becuse while they are putting out the signal it may have gone all the way to kalos and hoenn sinnoh and even kanto so make what you want of this theory I think it's true what do you think?

No. Shininess was determined by IV spreads back in Gen II, therefore if you sent Pokemon from Gen I to Gen II, it is possible for that Pokemon to be shiny. So technically, shiny Pokemon existed in Gen I. You just couldn't tell it because of the lack of a Shiny Mechanic in the game.
