Charizard could be a Special or a Physical Sweeper. Making a combination of both (Mixed sweeper) si simply wrong and will work against one's strategy.
It's true that Charizard has many ways of defeating an enemy, but Ninetales can be as fast as him (if we consider that IVs, EVs and Nature are the same).
Having the *most powerful fire type attack* doesn't ensure a victory, especially when this attack has 2 main flaws: lower than 100% accuracy and recharging.
Ninetales is more of an annoyer, so it might not attack first but will give other Pokemon a hard time. And no, a properly trained Ninetales will not die after a single Eathquake, unless Charizard is trained as a Physical Sweeper, and has maximized his attack stat.
