okay. since they usually have it when caught, i will use the water stone immediately. but what about effort points?

I've already wrotten: 252 in SAtk and Spd, 6 in HP.
Don't waste a water stone in any Staryu you find; calculate it's IVs first. Don't use any Staryu with Atk or Spd's Ivs lower than 20.

Do you know the Everstone trick? If you equip a female/genderless pokémon with Everstone and breed it, you have 50% of chances of the eggs having the same nature as the pokémon with everstone (it doesn't work with a male).
And if you out a pokémon with synchronize at the top of your list, you may find many pokémon with the same nature of it.

Just one more tip: when deciding the effort points you'll give to your pokémon, be sure that this number is multiple of four. Don't forget: four efforts are used for boosting your stats, if you give more or lass than this, they'll be useless, so don't put 255 efforts in any stat (3 effort points will be useless), put 252 instead, OK?
A steel pokémon is useful everywhere, but especially in battle pike (immune to poison and can easily beat Lucy's Seviper and Shuckle).
About Breloom, I have one and I know that the best moveset is:
Jolly
252 Atk/Spd, 6 HP
- Spore
- Leech Seed
- Focus Punch
- Substitute/Brick Break/Mach Punch
I don't know a good item for it, though. Maybe you should try a Focus Band. If you'll use this Breloom, you have to be patient, 'cause only Shroomish learns spore at lv. 54 (Breloom doesn't)

You're lucky. Did you calculate their IV? When I say "max the HP's efforts" I meant to put all the usable efforts there (252). You will need as much HP as possible for recovering your team outside the battle in battle pike or pyramid.

I forgot something: King's Rock would make only Starmie's Surf to flinch the foe. If you think it's useless, you may change King's Rock for another thing...

All you need to do is to breed a male and a female Shroomish that have spore. Then, all the "babies" will have Spore, too. (It takes a lot of work, believe me...)
