Togepi (and Togetic) can't learn AncientPower in Crystal.

where do i get strength in pokemon crystal? Also where do i get a water stone?

You get Strength in Olivine, a sailor in the restaurant gives it to you.
As for Water Stone, Bill's grandfather gives it to you once you reach Cerulean and show him the Pokémon he asks for.

As it comes through discussion what's the pokemon you have to show at bill's grandfather (got soul silver)?
