No. Powder Snow is an ICE TYPE MOVE not used by PLANTS.

A MegaEvolution should not
balance a Pokemon, it should
upgrade it to the point where it's nigh impossible to beat.
Or at least boost its strong points.
They can't make them too strong, otherwise the little kids wouldn't be able to beat them.
Pokemon is supposed to be for
ALL AGES
It is making it stronger in Atk and Sp.Atk.
